This article discusses the development of a decision framework to assist policymakers in choosing and designing effective incentive systems. The researchers identified several models that have proven to be effective in changing or enabling a health provider’s performance. It was determined that there is no single best approach to create incentives and the ability of financial and non-financial incentives to achieve results depends on a number of contextual elements. The researchers found nine incentive models to be appropriate for use in Ontario and potentially other health care systems. These models were incorporated into a newly created decision framework.
