n family planning programs, logistics refers to the selection, financing, delivery, and distribution of contraceptives and related supplies. Successful logistics management means delivering the right product, in the right quantity, in the right condition, to the right place, at the right time, for the right cost.

The predominant model of public health commodity supply chains in developing countries is one dominated by a central medical store (CMS). In this model, the CMS plays the pivotal role of procurement, storage and warehousing of all health commodities before they are distributed to the next level in the supply chain. Challenges with technical and organization capacity at the CMS level has led to longstanding difficulties in creating sustainable performance improvements in several countries.

This guide provides direction to programs that want to forecast for new and underused methods (NUMs) of family planning. It supports program managers and others involved in forecasting as they plan to (1) introduce a contraceptive technology for the first time in a country, and/or (2) position an underused method for scale up. The social quality approach is a community-based approach for encouraging service recipients to get involved in the availability, use, and quality of health services.
