Resource Spotlight: Emerging Opportunities: Monitoring and Evaluation in a Tech-Enabled World

Monitoring and Evaluation teams have been using information and communications (ICTs) in many different aspects of the assessment cycle, but there's not much research documenting the effectiveness of these tools, write a group of researchers in a new paper.

The paper, Emerging Opportunities: Monitoring and Evaluation in a Tech-Enabled World, investigates challenges in using ICTs for M&E work and attempts to think through some of the barriers and risks.

The authors write:

Various trends are impacting on the field of monitoring and evaluation in the area of international development. Resources have become ever more scarce while expectations for what development assistance should achieve are growing. The search for more efficient systems to measure impact is on. country governments are also working to improve their own capacities for evaluation, and demand is rising from national and community-based organizations for meaningful participation in the evaluation process as well as for greater voice and more accountability from both aid and development agencies and government.

The authors tackle a list of common real-world problems and point out how ICTs could help solve them. They also look at how ICTs can help solve methodological problems, along with investigating current trends and tools in what they call ICT-enabled M&E.
